President Gloria Macapagal Arroyo led other government officials and guests during the awarding ceremonies for the 2009 National Gawad Kalasag, the highest award annually given by the National Disaster Coordinating Council (NDCC) private volunteer and humanitarian organizations and the various Disaster and Coordinating Councils (DCCs) from the Municipal, Municipal and Provincial DCCs with exemplary performance.

In the Private Volunteer Organization Category, Kabalikat Bicol headed by its regional governor Jennis Nidea (30-01), was adjudged as the national winner (Best Private Volunteer Organization in the Philippines).
